AND CONSULTATION
EXPERTISE
Mr.
Lanceley’s area of expertise is in crisis negotiation
in that he has been a hostage/crisis negotiator, negotiation
team leader, negotiation instructor, researcher, consultant
and expert witness since 1978. However, during his career
he has worked with many tactical teams, both military and
law enforcement, around the world and from those encounters
has learned something of tactical procedures.
Additionally,
while Mr. Lanceley does not claim to be a mental health
professional, he has an undergraduate degree in psychology,
has taken graduate level courses in psychology, has worked
with many eminent mental health professionals from around
the world during critical incidents, in the laboratory and
in the classroom. Mr. Lanceley has trained mental health
professionals in courses at the FBI Academy and in seminars
since retirement. He has lectured at medical schools on
mental health issues and, during his FBI career, worked
for three years at the University of Louisville, School
of Medicine, Department of Psychiatry. Mr. Lanceley has
been considered a bridge between the mental health community
and law enforcement negotiators. Consequently, while the
Mr. Lanceley’s strength is first and foremost as a
law enforcement negotiator, he does have some knowledge
of mental health issues, particularly as they relate to
critical incidents.
EXPERT TESTIMONY AND CONSULTATION
Mr. Lanceley has been qualified as an expert
witness in United States federal and state courts on topics
related to hostage/kidnap negotiation, suicide including
suicide-by-cop and the victim experience. He was employed
by a foreign government in a year-long review of a high
profile negotiation and shooting. Mr. Lanceley has provided
consultation to national presidents both in the US and abroad.
