FREDERICK J. LANCELEY - retired from the Federal Bureau
of Investigation after 26 years of government service including four years
as an officer in the United States Air Force. During his many years assigned
to the FBI Academy, he was the FBI's senior negotiator and principal developer
of their internationally acclaimed crisis negotiation training course.
He has been involved in several hundred hostage, terrorist, barricade,
suicide, aircraft hijacking and kidnapping cases worldwide. In many hundreds
of seminars around the world, Mr. Lanceley has trained officers from every
major law enforcement agency in the United States and over 50 foreign
countries. With the University of Louisville, he also conducted an important
research project on aircraft hijacking.
Mr. Lanceley
holds a Master of Business Administration from Texas Tech University and
a Master of Science in the Administration of Justice from California Lutheran
College. He has also attended a wide variety of training sessions over
topics related to crisis negotiation.
Mr. Lanceley
has been qualified as an expert witness in federal and state
courts on the topics of hostage/kidnap negotiation and the
victim experience and behavior. He has also consulted in
a number of lawsuits that did not require actual testimony.
Mr. Lanceley has appeared on several nationally televised
programs both in the United States and abroad. He was an
adjunct faculty member at the University of Virginia and
an adjunct professor at Daytona Beach Community College.
The Florida Department of Law Enforcement has certified
him as an instructor. He is the author of many articles
on crisis negotiation topics and of the internationally,
best selling book entitled On-scene
Guide for Crisis Negotiators, now in its second edition.
Because of
his insights gained from working several hundred sieges and his innovative instructional methods, Mr. Lanceley has been
described as possibly the most knowledgable person in the world on the
topic of crisis negotiations.
Mr. Lanceley
is currently director of Crisis Negotiation Associates in Canton, Georgia. In that capacity, he presents crisis negotiation seminars
worldwide.
In selected
cases, Mr. Lanceley also provides expert testimony, both in the United
States and abroad, on a variety of topics related to crisis negotiation.
